What Is An Online Truth-Telling Submission?

The commissioners have established an online truth-telling process, which provides people the opportunity to share their experiences in various ways.  All statements should convey individual experiences as related to discrimination due to Vermont state laws and policies.  This secure online form provides people the time to think about their truth and how they want to express it.

Online submissions can be shared in the following ways:

  • written (example: in a written narrative of the truth, poetry or short stories)
  • audio/video recordings (example: audio or video statement)
  • art (example: painting, drawing, musical composition, spoken word or sculptural art)

What Do You Need To Prepare?

To begin sharing your statement online, decide on the format (written, audio/video, art). See examples above.

The online submission form requires an account to be created. 

This allows you to save your form progress.  You do not have to complete the form in one sitting.  Once you have logged in, your form will be stored for further access.

When you open the online submission form there will be questions that ask you the following:

  • confidentiality preferences
  • publishing preferences (ex: social media, website, VTRC final report)
  • basic information about your identity and experiences

When creating a log in, you do not have to use your real name if you are worried about confidentiality. The VTRC will need your email for security purposes, but your name will remain confidential if you choose.  You have full control of how your statement is handled.  However, whatever you submit will be in the public record located at the Vermont State Archives and Records Administration. You will have the option to choose a confidentiality agreement to have your name and personal information removed from your statement.

What To Expect?

To Start:

  • Create an account by selecting “Sign up now.”
  • Follow the prompts for the account creation. 
  • After logging-in, click “start” to navigate through the questions and sections. You must be logged-in to save your information.
  • After completing a section, click “next”. You can return to a section by clicking “previous”. To complete your work another time, click “save and exit”.
  • Please be aware, you must complete all required questions before submitting.
  • After submitting your statement, you will receive a follow-up email.  This email will include confirmation of your submission.  It will also include options for mental and emotional support.

How Do I Submit?

There are multiple ways to submit your online statement:

  • Type your statement in the online form and submit electronically
  • Upload the file through the form (examples: pdf, jpg, png, doc, mp4, wav, etc.)
  • Print and write on the form and mail it to: VTRC 133 State Street, Montpelier, VT 05633-8160
  • Deadline for submittal is December 2025

If you use a support person to help you fill out the form, please make note in your submission.
